Mrs. June Caudle Fratus-Smith of Mt. Airy, NC passed away on Monday, January 27, 2014 at the Joan and Howard Woltz Hospice Home. Funeral services will be held at 11:00 am Saturday, February 1, 2014 at Moody Funeral Home Chapel. Burial will be in Oakdale Cemetery following the funeral. The family will receive fiends 9:00 am Saturday until time of the service at Moody Funeral Home. June Catharyn was born January 4, 1929 in Mt. Airy, NC, daughter of the late Joseph Edgar Caudle and Maizie Shaw Caudle. She moved to Washington, DC at the age of 20, began her Federal Career in the Pentagon and enrolled in College at George Washington University. While Working part time in a department store, she was accepted in and completed the two year intern program in the US State Department in Washington, DC. She then returned to the US Army, continued college at night, and later graduated with an AA degree in Art and a BA degree in Political Science. She also earned a diploma in art from the Krupp School of Art in Mackenbach, Germany. When she became Assistant Public Affairs Officer with the US Army Corps of Engineers at Fort Belvoir, VA, she supervised the editing and publishing of the documents regarding the First International Hydropower Conference held in Washington, DC. While working for the Corps of Engineers, she was awarded the prestigious U.S Army Corps of Engineers citation for writing and publishing and an article about the Corps. She also was one of two women selected by the Corps to attend graduate school at the University of South Carolina. She was transferred to Kaiserslautern, Germany, where she held the position of speech writer to the commanding general, HQ 21st Support Command, US Army. Other positions she held were Director of the EEO, HQ 98th ASG, Wurzburg, Germany, acting EEO Officer, Aberdeen Proving Ground, Aberdeen, MD, and Director of EEO, 254th BSB, The Kingdom of the Netherlands. She retired in 2004 after 40 years of service to her country. She was well known for being outspoken about her concern for the environment, human rights, children's rights and animal rights. She usually signed 300 petitions a year to Senators, Congressmen and Federal Directors. She met with senators and made speeches before Maryland County Councils. She was influential in stopping over development in her area of Harford County, MD. She was married to Anthony P. Fratus, World War II and Korean War Veteran and a Civilian Personnel Director with the Department of the Army. Mr. Fratus died in 1998. She is survived by her son Marc T. Fratus, Director to Technology for the Alliance Corporation Baltimore, MD and daughter, Maria A. Fratus-Breakiron, English professor, Townson State University, Baltimore, MD and a Physical Fitness instructor, Baltimore, MD. husband R.T. Smith, a Vietnam veteran who also served 23 years in the US Army. As a professional archer, he retired from Archery as the undefeated Maryland State Champion, with unbroken records he also won the International Archery Championship, a daughter-in-law, Sonia Fratus, two stepsons, Brian Smith and wife Charlene and Aaron Smith and wife Chastity, 5 grandchildren, Nick Fratus of Charleston, SC, Chelsea Wheeler of Oak Ridge, TN, Ethan Fratus, twins, Alexa and Toni Breakiron and three step grandchildren, Phalicia Smith, Devin Smith and Audrey Smith all in Baltimore, MD area. Because of her love for the Blue Ridge Mountains and the people, she grew up with, she returned to her "Mayberry" upbringing in September of 2008. Moody Funeral Services of Mt. Airy is assisting the Smith Family.
